A costed, prioritised capability strategy for a diverse local-government workforce, worked out with the service areas it covered.

The Challenge

Replace ad-hoc training with a strategy tied to Council priorities and real workforce need.

What I Did

Ran an organisation-wide learning-needs analysis from the culture survey and strategic/operational plans; set four priorities; sat with the professional groups across the council, engineers and early childhood educators among them, and mapped their continuing professional development into a service-wide training matrix; built a mandatory-training competency matrix across service areas and commissioned an RTO to close the gaps.

The Outcome

A $200K capability program, with compliance reframed as capability rather than cost.
